Foreign Office, November 5, 1909. YOUR telegram No. 170 [of the 26th October: Chinchow-Aigun Railway]. Paulings ask for support in obtaining final Imperial edict.

Our line seems to be that we desire to support project as British enterprise is engaged in it, and also to encourage co-operation with American interests, but that after what has passed we must support a proposal for Japanese participation if pressed. Do you agree? Would it be of any use attempting, with the support of the United States Government, which we could endeavour to obtain here, to persuade Chinese Government to allow Japanese participation?
